MAPLE COUNTY — Voters will decide this November whether decorative mailbox owls constitute protected folk art or a blight upon the curbside, as Measure Q — the now-infamous Owl Question — heads to the ballot after a petition drive that gathered 4,100 signatures, most of them collected at a craft fair.

The measure would limit households to two decorative owls per mailbox post, a cap its supporters call common sense and its opponents call the first step toward a joyless, owl-free dystopia. The debate has consumed three town halls, one church potluck, and a book club that has not discussed a book since June.

It is about neighborhood character, said Harlan Briggs, 67, who owns nine owls and refers to them as the parliament. Each one has a name. Each one has a backstory. Gerald is the wise one. He then gestured at Gerald, who is made of resin and regards the street with painted serenity.

Supporters of the cap, organized as Citizens for Curbside Restraint, argue that owl proliferation has gotten out of hand. Spokesperson Dana Whitfield counted 43 owls on a single cul-de-sac last month. At a certain point, she said, you are not decorating a mailbox. You are operating an owlery.

The opposition, Owls Forever Maple County, has raised $8,200, mostly in bake-sale proceeds and one extremely generous donation from a woman who makes owl-shaped soaps. Their yard signs — which the Yard Sign Placement Enforcement Bureau confirms are all a legal 14 inches from the curb — read KEEP THE PARLIAMENT WHOLE.

County clerk’s office reports that Measure Q has generated more absentee ballot requests than any local measure in history, a fact election officials attribute to what they diplomatically call passionate stakeholder engagement. The sample ballot’s impartial analysis of the measure runs 900 words, 400 of which attempt to define the word decorative.

Polling is forbidden within 100 feet of a polling place, but poll workers confirm that several voters have arrived wearing owl pins, owl earrings, and in one case an owl hat so large it had to be checked at the door like a coat. The hat’s owner voted without incident and was reunited with the hat afterward.

Whatever the outcome, both sides agree on one thing: the November ballot will be remembered as the one with the owls. The county has ordered extra I Voted stickers, anticipating record turnout and what one official called unprecedented sticker-related enthusiasm among the owl community.
